What is a Police Clearance Certificate (PCC)?
Police clearance certificate (PCC) is the legal document issued by the police authorities. It reveals the historical police record of the applicant(s) if any. It discloses why the applicant was detained and what its disposition was.
When it is needed?
Police verification is required when the legal documents are issued. As far as PCC is concerned, for sure, it is needed at the time a person wants to emigrate. And for settling abroad, one should obtain a passport and visa. So before issuing these two documents, one must get the police verification done. But the applicant must be 16 or more years old.
Who should be contacted for getting PCC?
The authority for issuing PCC is delegated to the Regional Passport Office. This identifies the passport office located in or nearby region of the applicant’s residence. For example, if I am residing at Rani Bagh in New Delhi, the delegated authority will be Passport Seva Kendra, District Center, Shalimar Place, outer ring road, New Delhi.

The home ministry has made the registration of passport an online affair. Now, the applicant must register it online. Subsequent to the delivery of a passport, physical police verification occurs.
The access to applicants’ databases is handed over to all SP-level police officers. They authenticate the documents cross-examining the set of information. For which, they access the National Population Register (NPR), Aadhaar and Electoral Photo I-Card via the Crime and Criminal Tracking Network System (CCTNS). This way, the online verification of an applicant’s identity, address and criminal record is done.
Eventually, the verified information is passed on to the Ministry of External Affairs (MEA).
Address proves a vital role:
The police clearance certificate India is required in passport or visa-making. So, the applicant should keep certain things in memory.
- First, provide the authentic proof of your residence. It should be where you have been living for the past 6 months.
For example, if a person’s permanent correspondence is Delhi. But he has been shifted to Noida or somewhere else for job purpose. And it has been more than five or six months when he was shifted. In such a case, the applicant must provide address proof of the current residence. It can comply with the rental agreement as well.
What if the applicant has no address proof?
It’s a common problem that most of the PGs face off in India. But you can get rid of it. You can use a bank statement of the last 12 months as address proof. If you have an old address mentioned on it, you can get it changed. Fill an application form for changing the address. Thereafter, place a request to the bank authority for issuing your bank statement with the new address. Take out its print and get it attested from there. Without the stamp, your address proof in the form of bank-statement may be rejected.
- If you have a legal document of the rental agreement, you can use it as your authentic address proof. Just notarize it before submitting it.
Physical police verification:
Physical police verification is done post-issuance of passport now. So, the question arises here how you know about it. Well, it’s quite simple. You can utilize the SMS service of passport authority paying INR 35 only. Actually, the authority asks whether to begin this service or not during passport processing in the regional headquarter. It takes charges for that. So, you can learn the date and day of the physical inquiry by police from it.

How physical police verification occurs?
The applicant must be ready with his/her all documents, including Aadhaar card, voter Id, address proof and two witnesses. The witnesses must have their own Aadhaar card or voter ID as proof of their residency.
